MPEG-4 is one of the ways to compress picture data and a part of MPEG standards. Version 1, a basic standard, was officially established in March 1999, and Version 2 was established in March 2001. MPEG-4 is a standard whose purpose is to provide pictures with low quality and high compression rate through mobile phones and telephone lines, the lines which have low transmission speed, and to play pictures and sounds at the data transfer rate of about 64kbps.
